New immigration rules and pending article8 application

I am on legacy with a pending art8 family life application (since 2007).

To my understanding the new immigration rules affect article8 pending applications made prior to those changes, as they were not included in the FM transitional arrangements 6-7-12.
Please correct me if i am wrong.

Take legal advice on making a submission under the 10 year family life route, or stick with your current legacy case.
