Should Dependant Fill Seperate Form

Hello,

I applied for Tier 2 General online inside the UK (switching from Tier 4).

I included my unmarried partner as a dependant and paid around 790GBP (We are Turkish). In the cover sheet it says number of applications 2.

My question is does she need to fill the dependant form?

In the dependant form, it says she will also pay 280GBP (applying with the main applicant fee) because there is no another suitable choice.

Can anyone help me with this confusion? If she needs to fill the form, what option do we need to tick in the fee section?
