Family EEA permit Application

Hi All,
I'm new to the forum I've been reading a lot but couldn't find answer to my question.

I'm Italian and my mum is a Nigerian. My mum was issued the EEA permit few months ago but her children was refused, the Home says there's no enough evidence they are my dependant .

I'm very confused I am not trying to prove to the home office the children are my dependent because they are not. They depend on my mum and mum depend on me.

My question is since my mum has been issued her permit can she pass it on to her dependant children

What age are the children? Are they your siblings/half-siblings? It appears in effect from reading your post they may be dependant upon you, even if your Mum sends support to them, you'd be better sending the support directly to them and not via their mother, unless you have a reason for not doing so?

Thanks for the quick reply, they are age 14 and 16 because they minor I had to send money to my mum obviously to take care of the whole family since the death of our father.
