Would my previous rejection be a matter of concern?

I applied for entry clearance in 2011 under tier4 PBS,visa processing took so long that my due date on CAS letter expired, in mid way I did not wanted to proceed and get an extension on the CAS letter and it was not worth at the time to withdraw the application as I would have not gotten any refunds on the fees submitted.

My question is that my refusal in 2011 be a reason of concern ? what proper steps should I take to avoid any hiccups on the way to obtaining entrepreneur visa?

can u pls try to be little more specific about refusal.did u apply inside or outside of UK??? and what did they write teh reason of refusal

1, As the refusal was for entry clearance so deffo application was outside UK.

2, I applied in Jan2011 to a course in Manchester Metropolitan University the CAS letter had a expiry date of 4th April ,ECO (Entry Clearance officer) made its decision in June 2011 ,hence refusing on grounds that I did not had a valid CAS letter and he could not award me any points for the expired CAS letter, due to this factor "he stated" I am unable to inquire about the funds etc , case refused I have the copy of the refusal and the CAS letter.

Will this effect my case in any way should I be concerned, how should I go by to secure a successful Entrepreneur Visa?

Current application will also be out side UK.

I dont think it will affect your Tier 1 application for entry clearance as you were previously refused under general ground of refusal.
