hey guys my mother applied for visitors visa on 11 jan and she was told today on 16jan to pick up her passport , is it a good sign?

It's a sign that they have probably made a decision on her visa application.

they kept all the document but they asked a question , but my question is does she have to submit fees again and how much ?

they kept all the papers but sent a paper with a question on it and also they sent the passports back ... does she have to send the passports back with the reply to the questions ??
