Does anyone know if the English test has to be taken for private life on basis of 20yrs continuous residence?

Also if father is applying on basis of family life of a parent (sole responsibility) of a child who has lived in the uk for 7yrs but both have no leave to remain, can the child be included on father;s application form as his dependent in order that they both enter the 10yr route to settlement?
