I want to change my course and college

Hi i want to change the university where i am studying now and want to take admission in some afordable college. My question is can i do that if i dont pay the fee to the university where i am studying now? and do i need to take the student visa again?

If you have a tier 4 visa that you applied for after 5 October 2009 then you would need to make a new tier 4 Application in order to study at another college. Note that unless the new college is a publicly funded FE college or an HEI you won't be given permission to work when your new tier 4 leave issued.
