Can new documents be sent for an appeal?

Can new documents be sent for an appeal?

I'd appreciate some advise please.

A close friend has Indefinite Leave to Remain in the UK and sponsored the spouse for a spousal visa.

The visa was refused for only one reason: All the documents required to ascertain financial status were not submitted.

They didn't know about the other documents that were required :(

They have "Full right of appeal".

My question is:
Can they submit these fresh documents for an appeal decision? Or are they resticted to the documents they submitted in their original visa application.

I'd also like to know the difference between "Full right of appeal" and "Limited right of appeal" as it relates to submissions by the person appealing a visa refusal.
