about spouse visa. I understand that I need to pass one of those language tests in order to apply for my spouse visa. The test that's most accessible in my region is only valid for two years. Do that mean that when I apply for my FLR later on from inside the UK, I need to pass yet another language test?
here is the link you can check they mentioned only for fiance visa they can use the same test not for spouse visa
They will still need to meet the English language requirement when they apply for their spouse application. They can use the same test certificate provided the test is on the current approved list of tests.

i have done ielts which is valid only for two years and they also didnt mention about the validity of the certificate

Yes you will need to do the English test again and at level B1
