Is it correct that EEA FP applications don't have to be made from the applicants country of origin?

My wife needs to travel to the UK in March and is resident in Latvia (non Citizen). From the UKBA website I see that no applications are dealt with in 2 weeks and only 52% in 3 weeks, the remainder taking up to 8 weeks to be resolved! (in breach of their EU obligation I believe). We are thinking of renting an apartment in Amsterdam for a couple of weeks and applying there as they deal with 84% in 1 week and 100% in 2 weeks.

Any comments?

First off it is sad and pathetic that you even need to consider this. But that is for another thread.

What is your citizenship? Will you be travelling with her?

Option A: Why are you even applying for an EEA Family Permit? Why not just go to Calais and take the ferry there if it is really urgent?

Option B: Or apply for a family permit, and if it is not ready in time, then ask for the passports back and use option A.

Yes. The application should take no longer than three weeks.

I am Irish having renounced my british citizenship.

I was thinking of applying in Latvia, letting them know the proposed travel dates and mentioning in the covering letter that they seem to be taking longer than required - but I have little confidence in UKBA Warsaw (where they are proceessed)

Yes, the back up option would be to fly to Brussels (she has schengen visa) and get on the Eurostar requesting a code 1a stamp.

But the thought of getting a FP done in a week in Amsterdam is also appealing...

One can apply in the centre that is most convenient. One can complain as soon as service standards are breached. One can be clear about the dates of travel.
