Plans to change English certificate level to B1? (Partner)

Hi

I understand the current requirement is an English certificate in A1. However have been hearing rumors that it could change to B1.

Is their any chance of this happening? If so how soon?

It's so i know if my partner (in Pakistan) should keep focus on A1 or focus on B1 to stay ahead.

If it help we plan to do a visas application for my partner around October 2012.

B1 English will be required when applying for an extension to the 2.5 year probationary visa.
I assume you mean 'Oct 2013'.

Yes October 2013.

If any changes are released is their normally a set month of every year? For example every September? Or is just a random release schedule?
