FEES FOR FLR(O) eX.1

Could anyone advise whether fees apply when applying using flr(o) under the ex.1 clause. My wife has been here with LLR (full recourse to public funds) for 3 1/2 years. We have 2 British born children and one Thai born child. It is apparent that my wife cannot be refused a visa on the basis of her British children's rights being adversely affected (ie EX.1). Therefore, the charging of a fee to grant such a visa seems wrong and unjust? Anyone have any thoughts? Many thanks :D
