Where and When to get Married?

Hi, I am a EEA-national studying in the UK and have a fiance who is a US-citizen. We plan to get married in this year so we can live together in the UK starting around September. We are aware that we can file for an EEA family permit/ VAF5, what we would like to know is how long the process usually takes, if it can be expediated, and if my fiance could travel to Scotland before the permit is given and wait here until an official decision is reached. Furthermore, is it possible to apply before the wedding and then update the status a soon as we are married. Finally, if you know of any other option please let us know. All your help and input is very appreciated.
