Tier 2 Extension, 28 days rule.. also salary requirements

Hi my tier 2 is up for renewal..

Just wondering if i apply 50 days before the expiry.. and it gets refused lets say with 20 days left to the expiry,

1)can i appeal within this timeframe?
2) will i be granted an appeal

Question 3, i'm being paid £27,500k at the moment.. will they grant this extension..seeing that its quite low? I'm a software programmer
