Is it possible to have 2 visas?

Is it possible to have 2 visas?

My partner has applied for a visa to Ireland to study, but it was refused and he might miss the appeal date because of the things he needs to get. Can he reapply for the visa after already being refused? Also, is he allowed to get a tourist visa to visit in the mean time? Or is that not possible? He starts his studies in September and I'm not sure when he will get his study visa. Does anyone know anything about it?

he can apply, but 99/9 he'll be refused. best thing to do is that first he find out why they refused him? and then sort out the problems and then appealing the desicion.
