Declaring Withdrawn Charges or Not to Declare?

Hello all,

I had previously reported on this site that I was facing a conviction for driving without licence but as the good Lord would have it, the CPS withdrew the case on the basis that I was able to prove that the insurance company did not notify me of cancellation coupled with various maladministration. Furthermore, I checked with the local magistrate courts regarding an old offence my EX had committed by driving my car when I had already declared a SORN. I had made statutory declaration twice on the basis of not receiving the summons and the case was eventually withdrawn after I settled the fine out of court.

Now, my question is whether I should still declare these offences even though they were both withdrawn by the authorities concerned. Common sense tells me that I do not have to declare them since there were no convictions but I am aware that the HO do check local courts and the Police national database and I am unsure of how they would interpret these cases if I do not mention them or at least explain.
