Can Civil Partnership for someone with a student/work Visa

Hi,

I am a British citizen who met a guy from the Philippines four years ago. He is on a Student/Work Visa, which expires December 2013.

We've developed a close relationship & now are anxious to become Civil Partners. He wishes to remain in the UK, living with me, on a permanent basis.

We'd be grateful for any information which would help us know what appropriate actions to take.
