Tier 2 ICT to General - PLSSSS advice

Hello All, Hope you can help as it is urgent & I have been tryin to get an answer everywhere for the last 2 weeks but couldnt get a right one. kindly advice. My Tier 2 ICT visa was issued on December 2011 & is valid till Jan 2014. I have a new employer ready to sponsor my visa. Can i apply for this visa from India? Does the cooling off period apply for Tier 2 ICT to Tier 2 general. It will be a great help. Please advice
