ILR or FLR for my wife

Hi friends,

I am on Tier 2 General and I will be qualified for ILR in July 2013.
My wife and daughter live with me.

My question is: When I got married my wife joined me on her PSW Visa (August 2009) and not as a dependent. She moved to dependent visa in September 2011. So though we have lived together for 3 years in UK, at the time of ILR, she will complete only 1 year 9 months on the dependent visa.

So is she eligible for ILR at the same time as my ILR application?

Or would she need to apply for FLR(O) and then ILR later ?
