Travel on EEA2 after divorce

Here is the question. After divorce and the subsequent retaining right of reside a non-EEA receives a residence card and a letter stating that he/she is acquired the right of residence and do not depend anymore on his/her husband/wife. What happens if non-EEA wants to travel to Schengen zone and normally requires a visa? Do I understand it correctly that normal rules apply here and a non-EEA should apply for a Schengen visa or rules depend on what country he/she is visiting?
