Request of Husband passport

Hi does anyone here who requested thier partners passport? not the main applicant. and how long does it takes when they sent ot to you???
I just request my husbands passport today co its needs to be renew..

Request Husband Passport: Feb14 2013
Husband passport Arrived Feb26 2013-ukba dont need the passport sent back
Refused Letter: march 5 2013

As shown the UKBA website:
Documents are normally returned within 20 working days but it is recommended that you do not book travel until you have received your documents.
