I certainly haven't heard of such a requirement. Now personally I found it a little absurd but since the guy was on tv and "supposed to know what he's talking about" it got us a little confused.
Also, I couldn't find anything on ukba website so any reference would be great.

If you happen to know that what you say, is stated in an official capacity by the UKBA, I'm sure it will be of interest to those of us on this forum who have already taken the test and intend to use that result for either thier ILR or Naturalisation applications in the future.
