No because his last leave to remain doesn't allow him to work. but if you have right of work as per your last leave to remain and you submitted your application and your leave is expired but you are still waiting for decision on your application than you can carry on working but in your friend case NO.

he can't! His status stays the same till he gets any decision on his application.
