Tier 2 ICT Established Staff

Hi,

I'm currently in the UK on ICT Tier 2 Established staff category visa. My entry in the UK was on 16th Apr 2011, with my validity running until 05th May 2013.

I would like to understand,

a) Am I eligible to switch my visa type from ICT Tier 2 Established staff to ICT Long term staff from within UK
b) If I had to go out of UK and then apply for ICT Tier 2 LTS, can I do so after a cool off of 90 days or should I allow 12 months ?
