family visitor visa query

Hi,
Firstly, Apologies for the vague thread title. I couldn't think of a suitable one.
My wife is pregnant and due date is end of may. I am british citizen and she is here on spouse visa, been here since may 2012. We want to apply for a visa for her mum so she can be with her for her childbirth but the problem is that she is in yemen and yemen dont currently process visas and it is difficult for my mother in law to go to a neighbouring countryand apply then remain there until the decision comes or return and come back again when they make a decision. My brother in law says he knows someone who may help at the embassy but they require either a letter from the home office here or similar organisation requesting that she gets a visa (pretty much imposaible right?) Or a notarised letter from us requesting that she can visit ( is that possible? Which authority would be suitable to stamp it? And would they?)

Issues regarding my mother in law not having a bank account we can go round them cant we?

If the letter is from you, then it's an original document. Why does it need to be notarised?

Sorry. What I meant to say is stamped by a recognised authority that they agree with it.
It doesn't sound like something that is usually done but I just wanted to know if someone has heard of anything like this before or if there are any other ways in trying to get a visa for my mother in law without her having to leave yemen?

your mother in law needs to visit an overseas visa application centre for biometrics.
