Am I eligible to pay home fees as an ILR dependant?

What is an ILR dependant in your estimation? Do you have ILR and how long have you been living in the UK?

I have been in the UK for 5 years now, 2 as a student, 2 as a Post study migrant and 1 as a Tier 2 sponsored migrant.

In order to pursue further education, I was wondering what my best path may be in order to be able to achieve home student status? If I did get a dependant visa on my partner (ILR holder), would that help?

No, you need ILR to be eligible for home fees.
