Need advice on Tier 2 ICT - General

Following is case.

Husband worked in UK on ICT Short Term ( June 2011 to June 2012). Returned to india after completion. Cooling off period ends in June 2013.

Wife got Tier 2 General visa in feb. 2013. Husband got dependent visa along with her.

Is there any rule which prevents husband in working at UK till June 2013.

If possible please point me to documentation on UKBA website regarding this situation.
