Is FLR processing slower than initial HSMP processing?

Is FLR processing slower than initial HSMP processing?

From the feedback on the timelines posted by several members, I get a feeling that FLR(HSMP) processing by HO is slower than thew initial HSMP processing. Is this because the HO has got huge backlog of FLR(HSMP) (especially extension) applications?
