"Visa warning list database" - deterent lock

Hello All,

Does anyone have a friend or relative working as an Entry Clearance Officer or who has any information on what this database does, what does it contain, how does it work, and whether every applicant for entry clearance is checked against the records there?
I have heard it has been developed for the UK Immigration Service, now is shared with all UK Diplomatic Offices overseas and contains the names and details of immigrants who have ever been in breach of conditions of their stay, enter or have committed criminal offences, thus used to prevent them from gaining entry to the UK for the rest of their lives.
