Tier 2 Dependent Refused.. Guru's PLEASE HELP.. URGENT!!!

Tier 2 Dependent Refused.. Guru's PLEASE HELP.. URGENT!!!

Hi all,
I made a Tier 2 dependent visa application on 6 Feb 2013 at New Delhi application center. My application has been refused.

Exact Refusal Decision states

"You have made an application to join your wife in UK as her dependent.
You are required to show £600 funds available to you. You have submitted the following:
* a bank statement (a/c Current) covering a period of 14/11/12 to 26/01/13. This statement does not show the minimum required funds held over a period of 90 days. The lowest balance during this period was £210.00 on 19/11/12. These funds have not been considered.
* a bank statement (a/c Saving) covering a period of 02/10/12 to 26/01/13. The statement does not show the minimum required funds held over a period of 90 days from 26/10/12 to 26/01/13. The lowest balance during this period was £ 31.06 from 01/10/12 to 01/11/12 and the difference on covering the 90 days is not made up from both statements combined. Therefore these funds have not been considered.

You have therefore not shown that you have held £600 for the three month immediately prior to you application.

I therefore refuse your application, as you do not meet the requirements of paragraph 319(C)(g) of the immigration rules."

Evidence Submitted:

Along with all the evidence, we submitted my wife's current account statements (original) from 14 Jan 2012 to 26 Jan 2013 and savings account statement (original) from 2 october 2012 to 26 Jan 2013.

In essence considering both accounts there were well over 600 pounds maintained from 14th oct 2012 till today. A transfer was made from current to savings on the 1st of november.

I would greatly appreciate it if you could please advise me on the following
1. I am given an option to appeal, Should I appeal? How long time does it take?.... Do you need to submit the latest bank statements showing the funds?
2. Submit a New application? NOC from landlord is out of date, do we need to obtain a current one?
3. Can i appeal and submit a new application at the same time? is that possible
