DEPENDENT VISA FOR 40 YEARS OLD MONTHER AND ENGLISH TEST

hi
we are four children of our mother are British by birth.
our mother spouse visa was refused several time so she couldn't came UK.
now 3 of us are over 18 and working full time our dad passed away 3 years ago.
now we are going to apply dependent visa for our mother from Pakistan.
our mother is not an educated lady she cant speak English.
did she need to pass English test to come as dependent of their British children as she is under 65 ?
if yes our mother cant pass it.
is there any other way we can get her here permanently?
