Return of parents passports - son ILR app refused

I have a situation I would like some help on (for some other person)

Son (18+) currently in UK on student visa till May 2014 applied through solicitors for settlement in May 2012, parents are on ILR. Sent both parents passports to HO. Last week solicitor informed that the application was refused. Haven't got any documents back. Son's case will go appeal route.

What is the best way to expedite return of parents' passport? I would have thought the solicitors would receive all docs and refusal letter in one envelope. But they say it will be at least 4 weeks before docs are returned.

Any ideas?
