I have a slight complication concerning my status in the uk

My Visa on my pasport says tier 2 Genral given on 17th August 2010 but my COS was for Tier 2 ICT Established staff .I am about to renew this year but I heard that Tier 2 ICT is no more legible for settlement .

My question are as follows?

Can I be degraded to Tier 2 ICT ? as I am still under the same COS company ?
I am interested in settlement and will like to know how I can achieve this .Can I reapply on my own ?

What are my options ?
