SET(M) - Applying in November 2013 - Changes 9 July 2012

Entered into UK on spouse visa (given for 27 months) in December, 2011. We will be applying for settlement in November 2013. Can someone please advice if the following is applicable in our case?

from October 2013, requiring all applicants for settlement to pass the Life in the UK Test and present an English language speaking and listening qualification at B1 level or above of the Common European Framework of Reference for Languages unless they are exempt; and

PS: I know Life in the UK test is still applicable but not sure about the English language listening and speaking qualification at B1 level
