Application for visa extention within 28 days of visa expiry

hi there,
my cousin is on Tier 1 General visa which is valid till 03/05/2013 and he wants to apply for his visa extention. now my question is, can he apply on current fee structure? as new fees structure is going to be implemented by 06/04/2013. please help

Yes. application before 6th April will have current fee.
