Latest rule change for tier 2 general 2013 for ILR

Can you please help on latest tier 2 general
Rule change 2013.

Is it true that those who are going on tier 2 general
will not eligible for ILR ?

Those will be getting tier 2 general on or after 2013 not able to apply for ILR

Urgent reply is much appreaciated.
