If technically that's what the person wants to do, I don't see any reason they couldn't just enter the UK and never leave again.
The name and date of birth might flag up on immigration's computer, so that would expose what you are trying to do (by using two different passports, you are indeed trying to deceive immigration - something which is harshly punished).
I don't think this is anything the authorities necessarily have to worry about. Six month visitor visas make it almost impossible to live in the UK as a normal person (you cannot find mainstream employment, you cannot rent a place, you cannot open a bank account and so on). So even if you were to do it indefinitely, it will be difficult.
Then there's the issues of visas - individuals from low risk countries don't need to obtain visas before entering the UK or Europe. People from other countries have to obtain visas for the UK, Europe or both before entry. Generally the incentive for someone from these low risk countries to work illegally in the UK is quite low, so it's unlikely to happen.
The visa process for both the UK and Europe require you to prove that you will be returning to where you come from once your visit is over and with Europe, you tend to only get a visa for what's required, unless you've been in the past (and even then you are limited up to a year).
So whilst it's technically possible to achieve, you are trying to deceive which is illegal and could result in a long ban and the whole thing is just really difficult if you need visas for either country.
