Can tier 4 be switched to Tier 1 (Gen) dept inside UK?

Hi experts,
Can tier 4 be switched to Tier 1 (Gen) dept inside UK? In other words, Tier 4 is getting married with Tier 1 Gen in few weeks time.

Valid Leave to remain with Tier 1 Gen is 3 years
Valid leave to remain with Tier 4 is 3 months! (Tier 4 can extend leave), but how much leave tier 4 must have before switched into Tier 1 Gen ?

I don't think that it's possible to switch from Tier 4 to Tier 1 (General) partner in the UK as 319C(h) fails.
