Tier 2 ICT to Tier 2 General

Hi,

I am on Tier 2 ICT (Long Term) since Oct 2012. Please let me know following,

1. Am I eligible for switching to Tier 2 Genral? Checked ukba site, per same I am not eligible but just want to confirm.
2. My wife is currently on Tier 2 ICT - Dependant, she is a dentist, if she completes ORE and get a job, can she apply for Tier 2 General or any Tier 1 category?

Also, please let me know, if Tier 2 ICT Dependent is aloowed to open a Groccery store as Sole Trader or Business Partnership. Thanks.
