No visa and no refusal letter -confused

Dear All,

My mother applied for the general visit visa from Delhi to visit me. She has got her documents back with no visa on the passport and a white round stamp on the last page. The stamp says British high commission and 105. There is no refusal letter

I am confused. Is this a rejection and if so, what is the way forward?

Any help or pointers will be appreciated. I am on Tier 1(G).

No visa or no refusal letter might indicate some mistake. Best is to call and ask them.
