tier 1 entrepenuer with son due to be 18 in october

Hi there,

My brother is applying for tier 1 entrepenuer from singapore. His son going to be 18 years old in october
My question is dependent needs to be below 18 at application or ať time of issue and if he needs to be 18 ať time of entry can he make an entry and then go back after oné month for 4 month to give his a levels in singapore.
Is that feasible.

Rules say both ať time of application and also grant of entry tolerance so that would mean he had to apply for entry visa before october.
Can he enter after 9 month on that visa ?

If visa application is lodged before 18th birthday then its fine.

If he has already got visa then he can enter even after 18th birthday.

one more question i:
after going through home office website, it does not specify that applicants under tier 1 entrepenuer have to show ay financial activity in home country, eg, formy brother who operates restraunts in singapore he does not need to show his buisness making profits there ?
just a confirmation required.
