ILR dependent 5 Years stay

My wife came in uk as Tier 1 General dependent on March 2011 then her visa expiring so she got FLR(M) on Feb 2013 , she had now completed 2 year in UK, did she qualify for the ILR Set(M) application under 2 year stay in UK or not ? because the letter we receive with FLR(M) say that she need to stay for 5 years before applying for ILR

I believe that she should still qualify after 2 years, under the transitional provisions.
