Tier 1 dependant visas

Hi,

We are on tier 1 general visa with 1st extension granted (being myself is on tier 1 main applicant 3 + 2 form) Our visa will be due for second extension on Feb 14. My family had joined me in Jan 11 and they are living for more than 2 years in UK. My query is as below

a) My family is planning to travel to India and live there for more than a year. They will then apply for Tier 1 general dependant visas afterwards say April 14 from India. I hope visas will be issued with 2 years validity. Can they eligible for ILR after completing 2 years visas say April 16? or they have to start again with 5 year route plan.

Alternatively, my family return back within 3 months to UK, then it is a straightforward case. They will then apply for second extension within UK on Feb 14 and they will be eligible for ILR afterward subject to successful ILR for myself. Please confirm it is not.

b) Please advise on the fees to be paid for dependant visa from India (as per above case) Based on website, it is not clear with me about the fees to be paid at BHC India.

There are following relevant categories
Dependant of current work permit holder – INR 22,950
Family of settled people – INR 70,250

Sorry, if answers to above are already replied in earlier posts perhaps I could not find the firm answer.
