New law in april 2013

Hi everyone,
I am gonna apply for my wife soon inshallah.
I have heard that there will be a law change in april 2013 but i can't seem to find what is exactly is.
Can anyone help?

The proposed changes you may have heard about are mostly concerned with general housekeeping and corrections to the existing rules.

I heard that if the case goes to apeal then they will prolong it indefinitely. What I then presume is that the apeal period of 6 months (currently) will be extended to an indefinite period which will cause you to never get an answer and it will stop you from re-applying.
It this possible?
