Visa status/type chnage from student to spouse visa?

Hi

My 2 questions are regarding a student who has come from his home country to the UK on a student visa, and intents to get married to his partner (who lives in the UK):

1) Will he have to get permission from the Home Office if he intends to get married here in the uk?

2) If he gets married to partner here in the UK. Will he have to go back home to change his visa status from student to spouse? Or could he stay in the UK and change it from here?
