Tier 1 Form Questions

I am filling Tier 1 Form, 2 questions:

C7. Have you been Issued a BRP?
- Is this the Resident Permit card Visa I have, if yes, is the number the RCxxxxxxxx number on top right of this card?

E1. Have you ever been convicted of any criminal offence in the UK?
- I have 3 points on me license for speeding from DVLA - is it a criminal conviction - do I mention these points anywhere on my application?
