Refusal for UK Fiancee Visa, Sponsor working abroad..

Hi everybody, I'm a Filipino Citizen and I'm currently working in Qatar while my fiance is a British Citizen and working in Iraq. We have scheduled our wedding on August but now it will be cancelled as we already got the result of our UK Fiancee Visa application, we got refused.

Written below the reason they put in their refusal letter:

However from the evidence submitted in support of this application I am satisfied your sponsor is not present and settled in the UK. He has been working as an expatriate in Iraq and his contract of employment clearly shows he is employed on a rotational basis and is employed 8 weeks on/4 weeks off. Your sponsor has not indicated he has any intentions of relocating back to the UK on a full time basis and as such I am not satisfied your sponsor will be resettling in the UK with you.

My fiance doesn't have any plans on staying in Iraq forever as he got kids and his family in UK, but he cant quit his job yet. He's schedule for work is 8 weeks work and 4 weeks vacation so he always go home every 2 months in UK.

We are planning to move our wedding and reapply but we don't know what else do we need to do to get our visa.

Is it possible we can still apply for Fiancee Visa even he works in Iraq?
What documents we need to submit?

Does he actually live in the UK during his time out of work or is he merely visiting occasionally?

yes he lives in UK. He stay for few weeks with his kids and his mum then travel to visit me.
