Flr (0) or tire 1 extension? Help please

Hello i am due for ilr but i cant get it because i have court fine and 2years time not spent so should i apply for tire 1 extension ( which is my current visa category) or flr (o) ...which one is better which form i fill and in which category should i apply please help .. I havestill 1 year and 7months to spend before i apply for Ilr
