New rules with effect from April 2013

Does anyone know if the new rules starting this April has effect on the transitional period for FLR M applicants who were dependants previously and have completed their two years, and therefore eligible to apply for ILR immediately after their FLR M approval?

My case is this: i was on Tier 4 dependant visa for the last 9 years, i have only just received my FLR M (spouse visa) approval. Do i still qualify to apply for ILR now that I have been approved on FLR M and i have completed more than 2 years as a dependant. Is there any changes from this April with regards to this transitional period ?

I am hoping to send my SET M application in the next 6 weeks, and would like to know if i can still do that, or if i now have to wait for 60 months, as i applied for FLR M on 23.10.13.
