Investment in professional setup!

I am looking to start a firm as Accountant (SOC 2421) and Business Consultant (SOC 2423). I am bit worried about investment as there is no much investment required apart from buying office in such business!

Could anybody suggest what can be done! Investing in a company car, Furniture and computers & software plus initial lease may be not more than 25K. Is it OK to invest in working capital?

Is it OK if I will buy goodwill/ some client from existing firm?
OR
It will be regarded as existing business in which case we need to show generation of two additional employment?
